1883 2 George Washington. Blue-green. This stamp is used. The stamp pictured is the stamp you get. I'm not a real collector so I don't know much more than what I have been able to look up about the stamps I am selling. Issue date: October 1, 1883 City: Washington DC In March 1883, Congress passed an act which lowered the first class mail rate from 3 per 1/2 ounce to 2 per 1/2 ounce, thus creating a need for this stamp. The new rate dramatically increased the volume of mail.
